British and Scottish Governments Clash Over Who Should Pay the £24.5 million Bill for Donald Trump and Vance Visits

The British administration is being urged to "take responsibility" and reimburse the £24.5 million expense incurred during recent trips by Donald Trump and JD Vance to the Scottish nation, according to a senior Holyrood official.

Substantial Estimated Expenses Disclosed

Provisional expenses totalling almost £24.5m for the pair of official trips have been published by the administration in Edinburgh.

Ivan McKee labeled the UK government's refusal to provide funding as "absurd," stating that both visits were obviously official, pointing out that the American leader held discussions with EU Commission president Ursula von der Leyen and British PM Keir Starmer during his July visit in Scotland.

Details of the Trips and Related Policing Costs

The former president toured his golf courses at Turnberry and Menie over a week-long trip in July, while US vice-president JD Vance spent around four days in Ayrshire in August.

In a written communication to the Treasury’s chief secretary James Murray, Finance Secretary Shona Robison stated that the trips placed "substantial operational and financial burdens on public services in Scotland, especially Police Scotland."

The Edinburgh administration calculates that the provisional cost for policing the presidential visit by itself was £21 million, which involved peak daily deployments of over 4,000 officers, while expenses for the VP's visit were about £3 million.

Complex Policing Operation

This extensive security mission was the largest in the country since the passing of Queen Elizabeth II in 2022, and involved regional police, specialist units, special constables and officers from across the UK for specialist support.

Robison wrote: "Following your choice not to offer financial support to the Scottish government for expenses incurred in connection with the visit of President Donald Trump to Scotland in July 2025 and the subsequent visit of VP Vance, I am writing you to ask that you review this stance and offer complete repayment for the expense of the trips."

Westminster Response and Previous Example

The UK government stated that the trips were private and "not official UK government business." A representative commented: "The Scottish government must cover policing costs in the country as per agreed funding agreements for devolved matters."

While Robison referenced previous precedent where the British administration covered the cost of Trump’s 2018 visit to Scotland, it is believed that trip came after a formal UK government invitation, in which case it included protection expenses under its funding guidelines.

"Westminster must take action and cover the cost. I think it’s unreasonable, it was clearly a work visit … Especially when you have the prime minister Sir Keir spending time with the president, holding joint briefings with them, engaging in global diplomacy with him, its really stretching the bounds of credibility to say this was merely a private holiday trip."
